But it has carried out scores of air strikes on suspected Iranian or Hezbollah deployments and arms transfers in Syria, and only hours after the latest batch of patients came across, sirens sounded in the Golan when an Israeli missile intercepted a drone from Syria.
Russian Federation was already working to distance Iranian forces from areas of Syria near the Israeli-occupied Golan Heights and had proposed that they be kept 80 km (50 miles) away but this fell short of Israel's demand for a full exit, the official said.
"We will continue to act decisively against any spillover and any infiltration of Israeli territory or airspace", Netanyahu said.
The alarms sounded in the Golan Heights and the Jordan Valley were triggered by the unmanned aerial vehicle's violation of Israeli air space.
The Syrian Observatory for Human Rights, a Britain-based war monitor, said missiles likely fired by Israeli forces hit the north of the province and areas along the border with the Golan.
A later military statement said the drone had "infiltrated the Israeli border", without providing further details. In 1981, the Knesset (the Israeli parliament) adopted the law "On the Golan Heights", which unilaterally proclaimed Israel's sovereignty over this territory.
Israel has been on high alert as Syrian government forces advance on rebels near the Golan, which Israel took from Syria in the earlier 1967 Middle East war.
Mr Putin and Mr Netanyahu had reportedly reached an agreement for Russian Federation to hold back Iranian-backed groups from the border before the Syrian regime began its offensive against rebels there last month.
The agency said that Syrian forces "hit one of the attacking warplanes and forced the others to leave the airspaces (sic)". Israel worries Assad could let his Iranian allies entrench there or that Syrian forces may defy a 1974 Golan demilitarisation.
"It is clear that our focus is on Syria and Iran", Netanyahu said at the start of the meeting. We will discuss Syria, Iran and Israel's security needs.
Israel seized a large swathe of the Golan Heights from Syria in the 1967 Six-Day War and later annexed it, in a move never recognised by the worldwide community.
